OSHA First Aid Requirements

OSHA 29 CFR 1910.151 requires that employers ensure the availability of medical personnel for advice and consultation on occupational health matters. Where a medical facility is not reasonably accessible for the treatment of injured employees, a person or persons trained to render first aid must be available at the worksite. OSHA also requires that first aid supplies approved by a consulting physician be readily available. Many employers underestimate what 'readily available' means — a first aid kit locked in a supervisor's office or stored in a back room does not meet the standard. Supplies must be accessible to employees at the point of need, and the quantity and type of supplies must be appropriate for the hazards present.

First Aid Kit Contents & Maintenance

ANSI/ISEA Z308.1 is the American National Standard for workplace first aid kits and supplies. It defines two classes of kits — Class A for common workplace injuries and Class B for higher-risk environments — and specifies the minimum contents for each. OSHA references this standard as guidance for what constitutes adequate first aid supplies. A kit that hasn't been inspected in six months, is missing key items, or contains expired supplies is not a compliant kit — it's a liability. First aid kit maintenance is not a one-time task; it requires a documented inspection and restocking schedule.

First Aid & CPR Trained Responders

Having a first aid kit is not enough if no one knows how to use it. OSHA requires trained first aid providers when a medical facility is not in near proximity — and OSHA has interpreted 'near proximity' as a response time of 3–4 minutes or less. For most workplaces, that means on-site trained responders are required. The American Heart Association and American Red Cross recommend CPR and AED training for all workplace first aid responders, and many state regulations and industry standards go further. Training must be renewed regularly — CPR/AED certification is typically valid for two years.

AED Programs & Sudden Cardiac Arrest Response

Sudden cardiac arrest (SCA) kills approximately 10,000 workers in the United States each year. Survival rates drop by 7–10% for every minute without defibrillation — meaning that waiting for EMS to arrive is often fatal. Automated External Defibrillators (AEDs) are designed to be used by lay responders with minimal training, and their presence in the workplace has been shown to dramatically improve survival outcomes. OSHA strongly encourages AED programs, and many states — including New Jersey — have laws governing AED placement and maintenance in certain settings. An AED that is present but not maintained, or present but unknown to employees, provides no protection.

  • Establish a post-event protocol: after any AED use, the device must be inspected, pads replaced, and the event documented

Incident Response Procedures

A well-trained workforce and a stocked first aid kit are only as effective as the procedures that activate them. When an injury or medical emergency occurs, employees need to know exactly what to do — who to call, where the supplies are, how to access the AED, and when to call 911. Confusion in the first minutes of an emergency costs lives. Written emergency response procedures, posted prominently and practiced regularly, are the bridge between preparedness and effective action. Every workplace should have a documented first aid response protocol that is reviewed with all employees at hire and refreshed annually.

Bloodborne Pathogen Precautions for Responders

Any employee who may be called upon to render first aid as part of their job duties is covered by OSHA's Bloodborne Pathogens standard (29 CFR 1910.1030). This means they must be included in the employer's Exposure Control Plan, offered the Hepatitis B vaccine series, trained on bloodborne pathogen hazards and precautions, and provided with appropriate PPE — including gloves, CPR breathing barriers, and eye protection. Failing to include first aid responders in the bloodborne pathogens program is a common compliance gap that exposes both employees and employers to significant risk.
